Starting March 1, 2026, Wisconsin is turning on a new EBT setting for out-of-state and online/app transactions. That could mean a declined purchase unless the cardholder opts in to out-of-state transactions first.

1. Here’s what to know

• Wisconsin is turning on a new opt-in setting for certain EBT transactions

• This change starts Sunday, March 1, 2026

• Online and some out-of-state SNAP purchases will be blocked unless you opt in

• If a transaction is blocked, the merchant will see “62 – Restricted Card” error

2. Here’s what’s not changing

• Purchases made in Wisconsin are not the focus of this change

• Purchases in Wisconsin’s bordering states are still enabled:

  • Minnesota

  • Illinois

  • Michigan

  • Iowa

• A declined transaction does not automatically mean there’s an issue with your balance or card

3. If you use your EBT card online or out-of-state, here’s what you’ll need to do

If you plan to shop with EBT online or outside Wisconsin, you’ll want to opt in to out-of-state transactions using one of the following methods:

Option 1 (easiest): Un-block Online and Out of State purchases in the ConnectEBT mobile app or website

1. Download the ebtEDGE Mobile App (for iPhone, for Android) or visit ebtEDGE.com

2. Log in using your User ID and Password

   1. Don’t have an account yet? Tap “Register Here” follow the steps to create an account

3. Once logged in, add your EBT/QUEST card and accompanying information

4. From the home screen, tap your card

5. Under “Account Services”, tap “See More”

6. Tap “Protect My Account”

7. Under “Block Internet Transactions” and “Block Out of State Transactions”, ensure both are switched “OFF”

8. Tap “SAVE”

Note: If you’d like to increase security on your card, consider tapping “Freeze Card” between planned transactions (in-store or online).

Option 2: Unlock by phone

1. Call QUEST Card Services at 877-415-5164

2. Select your language

3. Enter your 16-digit QUEST/EBT card number

4. Press number for “Account Services”

5. Select “Protect My Account”

6. Check if “Block Internet Transactions” and “Block Out of State Transactions” is enabled

7. If they are, switch to “OFF”
