Tennessee just went through a rough stretch of snow/ice and power outages, leaving many families dealing with spoiled food. If you receive SNAP EBT benefits in Tennessee, the state may be able to replace benefits when food is lost because of:

• A power outage lasting 12 hours or more, or

• A household misfortune, like a fridge/freezer breaking.

When to submit your request 

You must submit your request within 10 calendar days of the food loss. 

What to do 

1. Fill out the TDHS replacement request form (HS-3003).

2. Submit the form in the Tennessee Department of Human Services (TDHS) portal.

3. Watch for updates. 

   1. If your request is approved, replacement benefits are added back to your EBT benefits. 

Tips to avoid delays

• Write down the date your power went out and when the food spoiled.

• Estimate the value of food lost as accurately as you can.

• Submit as soon as possible so you don’t miss the 10-day window.
